In the context of Annex C negotiations, he argued Paraguay should rescind below-cost contracts with crypto miners (decrees 5.306/5.307) to free up volume and avoid an electricity crisis. Canesse referenced the 2009 Lugo-Lula agreement recognizing Paraguay’s right to higher prices and urged exercising sovereignty. He proposed ANDE contracting its full 50% share at cost and exporting the rest freely. Negotiations are in a critical phase before setting 2027-2028 tariffs. Canesse warned against continuing to “gift” energy to electro-intensive industries.
