President Santiago Peña reaffirmed that Paraguay seeks the best possible agreement in Itaipu’s Annex C negotiations for all citizens and will never accept a detrimental deal. He highlighted that early 2024 negotiations already delivered extra resources used to build three new hospitals (Curuguaty, Concepción, Chaco), expand the national hospital in Itauguá, buy ambulances and patrol cars, and strengthen police security. Peña positioned himself as the main negotiator against Brazilian positions and noted a substantive meeting with Lula on March 23, 2026. He rejected any “entreguista” accusations.
